Powers: Dr. Valerie Cooper is a baseline human with no superhuman powers. She is a member of the Commission of Superhuman Activities, a specially appointed task force that operates under the direct command of the President of the United States of America to oversee superhuman activities in America. Supervised by the CSA, Dr. Cooper has acted as a federal liaison for teams of superhumans (notably, the Freedom Force who were later replaced by the gov't-sponsored X-Factor) who would operate as government agents responding to mutant and superhuman crises.

Valerie Cooper holds a Ph.D. in psychology. She is a trained psychologist specializing in mutant behavioral patterns. She has a high-level federal clearance and also maintains contact with several areas of the federal government, providing her with copious resources.
